Dairyland CEO Bill Berg to co-chair STB rail committee President and CEO Bill Berg Congratulations to President and CEO Bill Berg following his selection as Co-Chair of the Rail Energy Transportation Advisory Committee (RETAC) for the Surface Transportation Board (STB) of the U.S. Dept. of Transportation. Bill was appointed to the committee by the STB Chairman in 2007.
The STB was created by Congress in 1996. It exercises broad authority over transportation by rail carriers, including regulation of railroad rates and service as well as the construction, acquisition, operation and abandonment of rail lines and railroad line sales, consolidations, mergers and common control arrangements.
In 2007, the STB established RETAC as a federal advisory committee consisting of a cross-section of energy and rail industry stakeholders to provide independent, candid policy advice to the STB and to foster open communication on issues such as rail performance, capacity constraints, infrastructure planning and development and effective coordination among suppliers, carriers and users of energy resources.
